Privacy Policy

The Ministry of Gender, Labour, and Social Development of the Government of Uganda ("Ministry", "we", "us") is fully committed to protecting the privacy, dignity, and rights of all individuals who use the Complaints External Employment Management Information System ("CEEMIS").

This Privacy Policy explains how we collect, use, store, protect, and share personal data when you access or use CEEMIS, including the CEEMIS Migrant Worker mobile app and CEEMIS Officer portal.

  • Case officers and Ministry personnel using the CEEMIS Officer portal
  • Visitors or users interacting with CEEMIS via web or mobile

This Policy ensures compliance with national data protection laws and international best practices.

A. Migrant Workers
  • Identification: Name, date of birth, nationality, contact details, passport number, and other national identification
  • Employment: Job title, recruitment agency, employer details, employment contract, and work history
  • Complaints: Case ID, type of complaint, supporting documents, and communication logs
  • Location and Address: CEEMIS may collect your GPS location (via your device) or physical address if you voluntarily allow location services or request assistance tied to your location. This helps officers verify complaint locations, assign nearby case managers, or confirm your presence in a specific jurisdiction.
  • Sensitive Information: Medical, financial, or legal information (only if necessary for complaint resolution)
B. Officers
  • Full name, position, department, official contact information, and login logs
  • Case activity logs, audit trails, and communication with migrant workers
  • Device and access location (where applicable) for accountability, fraud prevention, and system monitoring
C. General Users
  • Support contacts (if submitted), inquiries, and messages
  • Device and technical information: IP address, browser type, access logs, and crash/error reports
  • Optional Location Data: If you choose to share your location (e.g., when seeking help or service nearby), CEEMIS may process that data solely to enhance your support experience.
  • Support Migrant Workers: Register complaints, provide updates, facilitate legal aid, and ensure timely resolution
  • Officer Empowerment: Enhance accountability, transparency, and evidence-based reporting for case management
  • System Improvements: Analyze data trends to improve security, optimize workflows, and inform policy planning
  • Location Services:
    • Identify the geographical area where a complaint originates
    • Enable assignment of the nearest available officer or service center
    • Verify case-related activities, such as recruitment location or employment site
    • Support emergency interventions if a worker’s safety or well-being is at immediate risk
    Location information is collected only with user consent or when necessary for delivering requested services.
  • Consent: Given during registration, complaint submission, or enabling location services
  • Public Task: Mandate of the Ministry
  • Legal Obligation: National and international compliance
  • Legitimate Interests: Improve CEEMIS, prevent abuse

Data is shared only when necessary and under strict safeguards:

  • With Your Consent: We share your information, including location, only if you explicitly request or approve such sharing (e.g., to connect you with nearby officers or support services).
  • With Authorized Officers: Location or address data may be made available to case officers or Ministry staff strictly for the purpose of resolving your complaint or providing support.
  • With Legal Authorities: If required by law or for the protection of your vital interests, location data may be disclosed in accordance with applicable legal procedures.
  • With Service Providers: Trusted third parties may process limited location data under confidentiality and data protection agreements, solely to provide technical support or mapping services.

We do not sell or commercially exploit your location data. All sharing is limited, secure, and purpose-driven.

  • Active cases: Stored until resolved
  • Closed cases: Retained for up to 10 years
  • Archived data: May be anonymized for research/statistics
  • Location data: Retained only as long as needed for case resolution, then securely deleted or anonymized
  • Encryption at rest and in transit
  • Access control based on roles
  • Regular vulnerability assessments
  • Incident response protocols
  • Location data is processed securely and stored separately from direct identifiers where possible to reduce risk of misuse

CEEMIS stores data in Uganda. Any international transfers comply with data protection laws and proper safeguards.

  • Withdraw consent (including location permissions)
