he National Single Registry (NSR) has
been a long time in coming but it is
finally here. The journey to establish
NSR for Social Protection kick started
Tin early 2017 when the concept for
the system was conceived. At the time, the National
Social Protection Policy, 2015 had identified some
major gaps in the coordination of social protection
programmes across the country. Data from the
multiplicity of social protection mechanisms was
disjointed and the stakeholders were working in
silos, with no means of aggregating it to inform
better planning and decision making. In Uganda,
the Social Protection programmes are categorised
under two pillars. The first pillar is Social Security
and Social Care while the second one is Support
Services.
Under the Social Security pillars we have
the social insurance thematic area that has
programmes including the National Social Security
Fund (NSSF), the Public Services Pension Scheme,
and private schemes regulated through the
Uganda Retirements Benefits Regulatory Authority.
The other thematic area under social security
is Direct Income Support that has programmes
such as the Social Assistance Grant for the Elderly
(SAGE), under the Ministry of Gender, Labour and
Social Development, the Northern Uganda Social
Action Fund (NUSAF) under the Office of the
Prime Minister and the Karamoja Food for Assets
