Orphans And Other Vulnerable MIS


The OVCMIS is based on a conceptual M&E framework that links the NEEDS and characteristics of OVC and their households, the SUPPLY or PROVISION OF SERVICES by national and local government institutions as well as donors, non-government and civil society organizations (CSOs), and the UTILIZATION of these services.

The assumption is that if the NEEDS of OVC and vulnerable households are identified; there is adequate SERVICE PROVISION meeting National Quality Standards and such services are being UTILIZED by OVC and vulnerable households, this should lead to healthy practices short to medium term, and in the long term to improved quality of life for OVC and vulnerable households.

OVC Indicators:

The OVCMIS includes the UNAIDS National OVC Policy & Planning Effort Index for Uganda as well as other OVC indicators developed during a consultative process with key stakeholders in the country.

These OVC indicators measure OVC needs, service provision and utilization using a number of data sources.

In addition, the indicators cut across the 10 Core Program Areas of OVC programming identified in the NSPPI and are classified at four different levels - national, local government, service provider, and household levels.

UNAIDS National OVC Policy and Planning Effort Index: The index is a self-assessment tool and contains 8 components required to create an enabling environment for a national response to the crisis facing orphans and other vulnerable children.

It is one of the 10 core indicators recommended by UNAIDS to countries in sub-Saharan Africa to monitor the implementation of their national response for OVC.

National level OVC Indicators: These focus on measuring outcomes across the CPAs. The data is collated from secondary sources such as the UDHS and UNHS, as well as further analysis of OVC data from these sources.

Local Government level OVC Indicators: These focus on the capacity of local government structures to lead, manage, implement and monitor the OVC program.

Most of the data is generated from existing local government systems such as the Local Government Information Communication System (LoGICS), Health Management Information Systems (HMIS), Education Management Information System (EMIS), as well as from reports and records from the district probation office.

OVC Service Provider level Indicators: These focus on OVC service provision, coverage and utilization. The data is collected from OVC Service providers using a questionnaire submitted semi-annually to the local government/district planning units.

Household level OVC Indicators: These are household and individual level indicators with data on the no. of households supporting OVC, the no. of OVC in each household, as well as basic health, social, demographic and economic data on each household.

The data is collected through the Uganda Community Information System (CIS), implemented by the Uganda Bureau of Statistics (UBOS), the National Planning Authority (NPA), and other government ministries and departments.

OVCMIS Modules:

The systems also houses three modules. The title of each module is self-descriptive and the module has the data collection tool as well as detailed data elements collected using the tool. The tool is the source of data for the related OVC indicators. The modules are:

  • Local Government Capacity for OVC Programming Module.
  • OVC Service Provision & Utilization Module.
  • OVC Household Needs Module.
  • Children/Babies Home Module.

Standard Reports

this section of the OVCMIS, you will be able to generate national and district-specific reports for all the indicators, as well as reports by CPA. The section also contains GIS maps showing geographic analysis of key indicators.

Other Datasets And Links

addition to links to other website and datasets, the system has an Inventory of all OVC Service Providers.

This inventory contains the addresses and contact information of each service provider by type, geographic coverage, and services provided by CPA.

The Population Report has national and district population estimates, disaggregated by gender, under 18 years age-category, as well as OVC status.
