Aggrey David Kibenge is an education, public policy, administration and management graduate (with a Bachelor’s degree in Education and Masters degree in Public Administration and Management). He has over 25 years of experience in administration, having crossed from teaching into the administrative cadre, with the greater part of this at the Ministry of Education (1993-2012) and (2016-2019). He had a brief stint, as Under Secretary, at the Ministry of Tourism, Wildlife and Antiquities (February-November 2012) and thereafter, the Office of the Prime Minister (November 2012 – November 2016) before returning to the Ministry of Education and Sports where he served up to 28th August 2019 when he was appointed Permanent Secretary and eventually deployed to the Ministry of Gender, Labour and Social Development in September 2020.
