The Government of Uganda through the Ministry of Gender, Labour& Social Development designed and started a Programme on Promotion of “Green” Jobs & Fair Labour Market in Uganda in 2016.

The Programme focuses on promotion of safety and healthy at work, improvement in energy and raw materials efficiency, minimisation of waste and industrial pollution and restoration of ecosystems.

𝑾𝒉𝒂𝒕 𝒂𝒓𝒆 𝑮𝒓𝒆𝒆𝒏 𝑱𝒐𝒃𝒔?

Jobs are green when they help reduce negative environmental impact and promote safety and health at work ultimately leading to environmentally, economically and socially sustainable enterprises and economies.

𝑾𝒉𝒂𝒕 𝒂𝒓𝒆 𝒕𝒉𝒆 𝒄𝒐𝒎𝒑𝒐𝒏𝒆𝒏𝒕𝒔 𝒐𝒇 𝒕𝒉𝒆 𝑮𝒓𝒆𝒆𝒏 𝑱𝒐𝒃𝒔 𝑷𝒓𝒐𝒈𝒓𝒂𝒎𝒎𝒆?

1. 𝑺𝒖𝒑𝒑𝒐𝒓𝒕 𝒕𝒉𝒆 𝑰𝒏𝒇𝒐𝒓𝒎𝒂𝒍 𝑺𝒆𝒄𝒕𝒐𝒓 (𝑱𝒖𝒂-𝒌𝒂𝒍𝒊𝒔) 𝒃𝒖𝒔𝒊𝒏𝒆𝒔𝒔𝒆𝒔.

This component is about supporting Jua-kalis[the informal sector] through provision of green technologies, business start-ups tool kits, training, certification and accreditation as well as exposure tours within the country and abroad.

2. 𝑹𝒆𝒗𝒊𝒕𝒂𝒍𝒊𝒛𝒂𝒕𝒊𝒐𝒏 𝒐𝒇 𝒒𝒖𝒂𝒍𝒊𝒕𝒚 𝒂𝒑𝒑𝒓𝒆𝒏𝒕𝒊𝒄𝒆𝒔𝒉𝒊𝒑 𝒂𝒏𝒅 𝒗𝒐𝒍𝒖𝒏𝒕𝒆𝒆𝒓𝒊𝒔𝒎 𝒊𝒏 𝑼𝒈𝒂𝒏𝒅𝒂.

This component is about workplace based training and volunteerism at workplace as an important step towards job creation and entrepreneurship empowerment. This serves as a bridge between a person’s educational background and the tasks they perform at the workplace.

3. 𝑬𝒔𝒕𝒂𝒃𝒍𝒊𝒔𝒉𝒎𝒆𝒏𝒕 𝒐𝒇 𝑰𝒏𝒅𝒖𝒔𝒕𝒓𝒊𝒂𝒍 𝑩𝒖𝒔𝒊𝒏𝒆𝒔𝒔 𝑺𝒉𝒆𝒍𝒕𝒆𝒓𝒔 𝒘𝒊𝒕𝒉 𝑪𝒐𝒎𝒎𝒐𝒏-𝒖𝒔𝒆𝒓 𝑭𝒂𝒄𝒊𝒍𝒊𝒕𝒊𝒆𝒔 𝒊𝒏 𝒂𝒍𝒍 𝑼𝒓𝒃𝒂𝒏 𝑪𝒆𝒏𝒕𝒓𝒆𝒔 𝒂𝒏𝒅 𝑲𝑪𝑪𝑨

This component targets the creation of more job opportunities through improving competitiveness and production in trades like Mechanical, Metal Fabrication and Welding; Electrical; Woodwork and Carpentry.

4. 𝑷𝒓𝒐𝒎𝒐𝒕𝒆 𝑮𝒓𝒆𝒆𝒏 𝑰𝒏𝒄𝒖𝒃𝒂𝒕𝒊𝒐𝒏 𝑪𝒆𝒏𝒕𝒓𝒆𝒔 𝒖𝒔𝒊𝒏𝒈 𝑺𝒐𝒏𝒈𝒉𝒂𝒊 𝑴𝒐𝒅𝒆𝒍 𝒊𝒏 𝒂𝒍𝒍 𝒓𝒆𝒈𝒊𝒐𝒏𝒔.

The Songhai Model is an integrated system of development that seeks to reduce poverty, youth unemployment and food insecurity by strengthening the technical and organizational capacities of communities to produce efficiently and sustainably.
We already have a model farm at Kampirigisa in Mpigi and the plan is to have 30 Songhai sites in Uganda.

𝑾𝒉𝒂𝒕 𝒘𝒊𝒍𝒍 𝒃𝒆 𝒕𝒉𝒆 𝒄𝒐𝒗𝒆𝒓𝒂𝒈𝒆 𝒐𝒇 𝒕𝒉𝒆 𝑮𝒓𝒆𝒆𝒏 𝑱𝒐𝒃𝒔 𝑷𝒓𝒐𝒈𝒓𝒂𝒎𝒎𝒆?

This is a national programme that will cover all the districts of the country.

𝑾𝒉𝒂𝒕 𝒎𝒐𝒓𝒆 𝒔𝒉𝒐𝒖𝒍𝒅 𝑼𝒈𝒂𝒏𝒅𝒂𝒏𝒔 𝒆𝒙𝒑𝒆𝒄𝒕 𝒇𝒓𝒐𝒎 𝒕𝒉𝒆 𝑮𝒓𝒆𝒆𝒏 𝑱𝒐𝒃𝒔 𝑷𝒓𝒐𝒈𝒓𝒂𝒎𝒎𝒆?

i. We expect to establish 10 Industrial Business Shelters with Common User Facilities, focus will be Mechanical, Metal Fabrication and Welding; Plumbing & Construction; Art, Design, Leatherworks, Textile & Tailoring; Agro processing; Woodwork and Carpentry. The shelters will also be equipped with utilities like water, ICT, power, stores, sanitary conveniences, restaurants, workplace health promotion areas.
Each Shelter will house a Workplace Skilling Facility (Centre of Excellence) and Master Craftsperson’s or Experienced Trainers in different trades.

ii. Re-skill 500,000 unemployed persons, support 500,000 Jua-kalis with green technology, business start-up tool kits, exposure tours, training and certification.

iii. Under the support for the informal sector, the Programme will also support 1,000 women and youth groups in green employment intensive works.

𝙎𝙤 𝙛𝙖𝙧, 𝙬𝙝𝙖𝙩 𝙝𝙖𝙫𝙚 𝙗𝙚𝙚𝙣 𝙨𝙤𝙢𝙚 𝙤𝙛 𝙩𝙝𝙚 𝙨𝙪𝙘𝙘𝙚𝙨𝙨𝙚𝙨 𝙤𝙛 𝙩𝙝𝙚 𝙂𝙧𝙚𝙚𝙣 𝙅𝙤𝙗𝙨 𝙋𝙧𝙤𝙜𝙧𝙖𝙢𝙢𝙚?

Under the Programme, we have already supported 1,976 Jua-kalis in greater Kampala with equipment and toolkits while some other 95,000 Jua-kalis across the country have had their needs assessed. We have also supported Seven (7) youth and women groups with innovation grant worth Shs 700m.
We have also established a Green Incubation Centre known as the Songhai Model at Kampirigisa and our next plan is to roll it out to all regions in the country.
